Jack Vega is responsible for managing the Claude Moore Charitable Foundation’s primary land asset, Moorefield property in Ashburn. His management includes engineering, planning, and entitlements. He began his engineering career with Dewberry working on projects throughout Northern Virginia. As a practicing engineer for more than 30 years, Mr. Vega holds Professional Engineer licensure in nine states and is a Designated Plans Examiner in Loudoun County. In 1999, he transitioned to a position at Toll Brothers, where he began his long association with Moorefield in the early 2000s. While he enjoyed engineering, planning, and entitling land development projects for large master-planned communities in the Mid-Atlantic and Southeast, Moorefield always had a special place for Mr. Vega. Moorefield is Loudoun County’s largest zoning case and a transformational project for the Loudoun County community, with 9.75 million square feet of non-residential entitlements and 6,000. While fascinating for many reasons, such as its location (adjacent to the Ashburn Metro Station), its multimodal design (incorporating rail, bus, trails, and cars), its magnitude, and more, the philanthropic impact that Moorefield has had and will continue to have in the local community that Mr. Vega enjoys the most. The community-based approach and acting as a steward of this much-coveted location are only augmented by the Foundation’s vision and mission.

He serves on the Board of Directors for Loudoun Water, the Loudoun Chamber of Commerce, and the Tillett Foundation as well as the Advisory Board for the A. James Clark Engineering Transfer Pipeline Program. He is an Executive Board Member of Virginia Tech’s Land Development Design Initiative (LDDI), and a past President of the Committee for Dulles and the Board of Directors for the Engineers & Surveyors Institute (ESI). Mr. Vega is passionate about STEM education and was a Board Member of the ACE Mentor Program of Frederick County and supports the MATHCOUNTS™ Competition through the National Society of Professional Engineers. He also is a member of the American Society of Civil Engineers and a past President of its Bull Run Chapter.

Mr. Vega holds a bachelor’s degree in civil engineering from Virginia Tech.

Gale L. Morgan has worked for the Claude Moore Charitable Foundation since 2005. Previously, she worked as the Executive Administrative Assistant to the County Executive of Fairfax, Virginia. Her tenure with Fairfax County government began in 1975, putting her service at one of the most dynamic periods of growth and change in the County’s history. She retired from the county after 31 years to work for the Foundation.

Ms. Morgan leads the Foundation’s administrative functions and interacts closely with the Executive Director on the day-to-day operations of the Foundation, and in countless ways, helps keep the office running smoothly every day.

Marc Brown is General Counsel for both the Claude Moore Charitable Foundation and Claude Moore Opportunities, Prior to joining the Foundation in 2019, Mr. Brown spent 22 years litigating and defending healthcare providers, including corporate healthcare entities and private physicians, in multimillion dollar malpractice lawsuits.

Mr. Brown reviews all contracts to which the Foundation is a party. He is also involved in land use planning, zoning, writing real estate contracts, and executing and closing real estate transactions with developers that buy land from the Foundation. He is additionally responsible for all contracts related to grant making, which is one of the Claude Moore Charitable Foundation’s most important initiatives.

Mr. Brown is the President of the Moorefield Station Conservancy, Inc., which uses assessments from the residents living in Moorefield to care for and improve all common areas, parks, and trail systems throughout the community. The Conservancy additionally reviews all design requests from residents and builders within Moorefield.

Mr. Brown is a member of the Virginia Bar Association and the D.C. Bar Association, and a former member of the Virginia Association of Defense Attorneys, where he previously served as chairman of the Medical Malpractice Section.

Mr. Brown earned his Bachelor of Arts Degree in both Economics and Political Science from Hampden-Sydney College. He earned his Juris Doctorate Degree from Ohio Northern University. Mr. Brown has been recognized by Virginia Super Lawyers since 2007, and as an AV Preeminent Rated Attorney by Martindale-Hubble since 2012.

Stephanie Nerantzis, CPA is the Director of Giving at the Claude Moore Charitable Foundation, where she helps advance philanthropic initiatives focused on education, workforce development, and community well-being. A longtime Leesburg resident, she is deeply involved in Loudoun County’s nonprofit sector working to strengthen services and opportunities across the community.

Her work includes the creation and convening of the Literacy Roundtable which serves Loudoun County. The Literacy Roundtable convenes representatives from Loudoun County Public Schools, the library system, Shenandoah University, county government, nonprofit organizations and others. Their work is focused on early childhood education, kindergarten readiness, and literacy. Ms. Nerantzis also represents the Claude Moore Charitable Foundation as Chair of the Loudoun Community Cabinet, helping guide its community focused community.

Ms. Nerantzis brings more than 33 years of auditing and accounting experience, including a decade as an audit manager and principal overseeing audits for businesses, nonprofit organizations, and employee benefit plans. She earned her Bachelor of Science in Accounting from the University of Maryland, College Park, and continues to leverage her extensive expertise to drive meaningful impact through both her professional and volunteer work.

Sergio Chavez is responsible for working closely with the senior staff on the management of Moorefield Station, The Foundation’s primary land asset, a trail and transit-oriented community adjacent to the Ashburn Metro Station in Loudoun County. Since joining the Foundation in 2020, he has been deeply involved with real property assets and transactions, land use, contract review, and tracking of proffer deliverables as Moorefield develops.

Mr. Chavez also serves on the Board of Directors for the Moorefield Station Conservancy, Inc., the property owners’ association required by the zoning for Moorefield. His involvement includes coordination with the Conservancy President to manage the maintenance of certain community-wide spaces owned by the association, regulating annual general and neighborhood assessments of 2,300+ units, and serving on the Design Review Committee to review applications on both homeowner and builder levels to ensure they meet the Moorefield Station’s Design Guidelines and Community Standards.

Mr. Chávez earned his Bachelor of Arts in Philosophy from the University of Mary Washington, and earned his Master’s degree in Real Estate from Georgetown. He was an advisor for the Student Advisory Board of Real Estate (SABRE) at Georgetown.

As Grants Manager, Clarisa Meza Negrete coordinates with senior leadership and the Board of Trustees to ensure strategic alignment of funding initiatives as well as managing grant documentation and compliance. She plays a key role in identifying funding opportunities, streamlining administrative processes, and maintaining accurate records and reporting systems.

Ms. Meza Negrete compiles grant performances and ensures adherence to regulatory guidelines and her work strengthens the Foundation’s operational efficiency and enhances its impact.

Ms. Meza Negrete began her tenure with the Foundation in 2023, following a previous internship with the organization in 2021, which laid the groundwork for her continued commitment to its mission.

She holds a Bachelor of Arts in Government and International Politics from George Mason University, with minors in Comparative Politics and Sociology, and a concentration in Law, Philosophy, and Governance. She also earned a Master of Public Policy from George Mason University, specializing in Terrorism, Transnational Crime, and Corruption.

Sarah Kaleem supports the Foundation’s Executive Director, as well as assisting staff with projects and tasks. She earned her Bachelor of Science in Psychology and Business from Pennsylvania State University. Ms. Kaleem has a background in human resources, sales, and management. Prior to working for the Foundation, she worked for several large corporations.

Ms. Haller joined the Claude Moore Charitable Foundation in 2025 as Director of Finance, bringing a diverse background spanning investment banking, institutional real estate, and education.

She spent nearly 20 years in the investment banking industry, serving in senior leadership roles across real estate capital markets, acquisitions underwriting for pension fund clients, equity research, and institutional fixed income. Her career reflects deep expertise in financial analysis, capital structuring, and institutional investment strategy.

Most recently, Ms. Haller dedicated 10 years to Loudoun County Public Schools as a high school mathematics teacher, where she applied her analytical background to foster student achievement and academic growth.

Ms. Haller holds a Bachelor of Science in Finance from Florida State University, as well as both a Master of Business Administration and a Master of Science in Real Estate from the University of North Texas. She is a CFA Charterholder and a Certified Commercial Investment Member (CCIM).
